The author is just trying to be funny here is the sentences

So basically it mean that 京都 is not kyoto and by the way 中央科技大学 does no exist in real life. and that means that like North Dragon city most of the main location that Liu Yi be going to does not exist in real life and thus I be just romanising them like japanese characters
